About

In November 2009, a partnership between the Massachusetts State Police Academy (MSPA), the U.S. Department of Defense's (DoD) Domestic Preparedness Support Initiative (DPSI), Space and Naval Warfare Systems Center Pacific (SSC Pacific), and CTC, Inc. (CTC) was established to provide first responders with information about cutting-edge technology and support programs available through DoD. This partnership has resulted in the establishment of the DoD Technology Outreach Center - Northeast (Outreach Center). The Outreach Center, which is located at the MSPA in New Braintree, MA, and managed by CTC, provides training, hands-on demonstrations, and general technical support for robotics and other technologies to the first responder communities in and around the Northeastern United States. With a number of technology loans and several additional technology trainings and demonstrations available, the first responder community can access and utilize selected DoD technology without the associated cost.

Purpose

  • To work with first responders in New England to facilitate connections with programs that allow their organizations to obtain DoD equipment through loan, purchase, or direct transfer.
  • To provide information about what technologies or equipment is available, work to improve ease of access to these items, and facilitate the creation of new technology that will benefit first responders.
  • To promote the advancement, commercialization, and transition of high priority DoD projects that can result in first responder capability improvements, including assisting researchers, developers, and the small business community to make the right connections to advance technologies that support homeland defense.
  • Working with our partners at the Departments of Homeland Security (DHS) and Justice (DOJ) to connect first responders and state and local officials to DoD programs that allow them to leverage the federal government’s buying power to procure DoD technology and equipment.

Gentlemen,

I believe that we have come to the end of our evaluation period for the "Packbot" robot that you have been so kind as to let us evaluate. I have been in contact with the manufacturer and we are trying to secure funding for this model. I will have another report for you detailing another successful deployment which occurred this past week. The robot has been a wonderful asset to us on several very violent missions. We will return it with a sincere expression of gratitude for all your program has afforded us. Again, thank you for your partnership with us in preserving life and property here in Las Vegas.

Respectfully,
Lt. Larry Burns, Tactical Commander
Las Vegas Metropolitan Police Department
